Why Did Black Noir Talk

Black noir never speaks or removes his mask in the boys whether on page or screen, but the reasons black noir stays masked are different in the comics and the who. Does anyone know if they are sticking to that idea of black noir being a homelander clone in the show? Or is it still unknown? In the flashback it was shown that noir was heavily injured in an attack, but that only explains why he keeps the mask on, not why he's silent. Did i miss something or is it just unexplained?
